: Combine sugar, cocoa and cornstarch in saucepan. Stir in evaporated milk and water until blended. Cook over medium heat, stirring constantly for about 7 minutes or until pudding thickens. Remove from heat; stir in liqueur. Pour into serving dishes; place a piece of plastic wrap directly on each pudding. Chill 1 hour. To serve, top each with a hazelnut.
